I can't speak to the Cybex Ruby directly, but we've had a Cybex Callisto for our tot since 2010, and it's worth its weight in gold. From my experience, Cybex is the European equivalent to Maclaren, etc. in terms of quality and craftsmanship.

I have a Cybex Topaz (not sure where it falls, I think it is one lower than this) and it is great. Super lightweight and taller than any other umbrella style stroller (my husband is 6'3") I would recommend for anyone. It is slightly more bulky than a typical umbrella, but totally worthwhile.
Reasonable price as well.

The Topaz is actually up from this & retails at more like $250. I have it too & overall do love it. I will say it seems to be a hassle to fold though & it is enough of a complaint my Dh refused to use it & when another momma borrowed it for an airline trip she said it was a nightmare. I have to say I kind of agree. I've owned much lower end strollers that were much much easier to fold up. That is my ONLY complaint though, other than that, hands down my favorite.
